MEMBERSHIP OF THE IECEE CONFORMITY ASSESSMENT SYSTEM

Via the South African National Committee of the IEC (SANC), South Africa has been a member of the IECEE conformity assessment system since 1996. The IECEE operates mutual recognition conformity assessment schemes, the most widely used being the “CB test certificate scheme”.

This communiqué serves to update South African industry on three matters related to the IECEE: 1. The withdrawal of the SABS Electrotechnical Laboratories, Groenkloof from roles as an IECEE National Certification body (NCB) and CB Testing laboratory (CBTL); 2. The intention of SANC to continue as the South African member body of the IECEE; and 3. The application of NRCS to be a recognising-only body for the IECEE CB test certificates for IEC standards within NRCS’ mandate.

Withdrawal of SABS Electrotechnical Laboratories from IECEE Scheme

Since the accreditation of the SABS Electrotechnical Laboratories, Groenkloof as an IECEE NCB and CBTL in 1996 as the only IECEE NCB and CBTL in South Africa, the service of issuing IECEE CB test certificates for IEC standards within its scope, has not been utilized by the electrotechnical industry in South Africa for several years. This has resulted in SABS’ decision to withdraw from the IECEE CB scheme as an NCB and CBTL. The withdrawal formally took effect from mid-2017. This has no impact on the services available from the SABS to test to IEC standards, or the national adoptions thereof, or to issue test reports where the SABS is accredited to do so.

South Africa remains a member of the IECEE

It is the intention of SANC to continue as the South African member body of the IECEE. This will enable local exporters of equipment with a test reports from IECEE CBTLs to obtain IECEE CB test certificates from any IECEE NCB worldwide, without incurring the nominal charge for such certificates, which applies to non-IECEE member countries. As circumstances change and the need for local capability for testing and certification under the IECEE system becomes evident, SANC’s membership of the IECEE system will allow it to react promptly and facilitate any new applications for potential participation in the IECEE system from any South African based certification body or test laboratory.

NRCS application to be a recognising body for IECEE CB test certificates

Prior to 2008, when the SABS held the regulatory role, now that of the NRCS, the SABS was the recognising body for IECEE CB test certificates. NRCS has advised SANC that it wishes to become a recognising body only for IECEE CB test certificates, and to potentially use such certificates in the procedure for regulatory approval of electrotechnical products within its mandate. The NRCS submitted its application to the IECEE Secretariat early in 2017 and a favourable response is anticipated.
